Have you considered running FreeDOS <http://www.freedos.org> either 
standalone or in a virtual machine?

You can also use something like dosemu <http://dosemu.sourceforge.net> 
which actually uses FreeDOS for the commands.

There is also a Java based PC emulator that runs FreeDOS 
<http://www-jpc.physics.ox.ac.uk/> (reference on the FreeDOS site).
