CAB files

I have been trying to look at an eBook.  When I attempt to acces the
file using cabextract, I receive an error message that the file is not a
valid cabinet file.
 
I did perform the install on a win2k machine.  All it ended up
installing was a link to a file with an extension of .chm.      I tried
running this file directly from wine and received the message that wine
cannot determine the executable type.  This thing runs on w2k.

Do I have a configuration problem?
