TAPE 1/5: add some defines related to tape support

This is the first of 5 patches that implement the Windows tape
API on top of the Linux SCSI tape driver (st).

I admit this is probably not the last missing piece that kept
people from flocking to Linux and Wine, but I do know that I
really enjoyed hacking away on Wine to make my dusty old 2GB
DDS 1 SCSI tape unit spin again. Hacking Wine is fun!
