Create an empty DeviceInfoSet list.

`ClassGuid`	[In]	if not `NULL` only devices with `GUID` `ClassGuid` are associated with this list.
`hwndParent`	[In]	hwnd needed for interface related actions.
`MachineName`	[In]	name of machine to create empty DeviceInfoSet list, if `NULL` local registry will be used.
`Reserved`	[In]	must be `NULL`.

Success: empty list.

Failure: INVALID_HANDLE_VALUE.
